VACANCY: UNIVERSITY BURSAR

The University seeks a dynamic and results oriented Bursar who must be a finance professional with a proven track record of success and strong ability to analyse complex financial data and provide information for effective decision making.

Reporting to the Vice Chancellor, the Bursar is effectively the Chief Finance Officer of the University, whose overall responsibility entails the safe guarding of funds and assets, authorising investment and expenditure and playing a key role in the strategic planning and decision making as a member of the senior management team.

Duties and Responsibilities 

  • Control all the financial affairs of the University and implement sound accounting and treasury policies, standards and procedures to keep the University in a sound financial state.
  • Ensure good working relations with banks and other financiers and safeguard the University’s interests in all contractual engagements, Memoranda of Understanding and investment options. 
  • Ensure compliance to statutes; including tax laws, Financial Reporting and other relevant Standards, governance regulations and procedures.
  • Formulate, review and enforce sound accounting and treasury guidelines and systems. 
  • Provide financial advice, including investment and project assessment, asset acquisition and disposal, to the University’s senior management. 
  • Receive and account for fees, grants, donations and other specific funds and liaise with partners, sponsors and donor organisations.  
  • Coordinate the budgetary process; approve expenditure, control costs and monitor budget variances. 
  • Prepare and present Final Statements, periodic Management Accounts and reports, budgetary analysis and cash flow reports as required by Management, University Council and its Committees. 
  • Liaise with external auditors for purposes of audit preparation and provision of information and accounting records as may be required. 
  • Develop and implement strategies for revenue generation and resource mobilisation. 
  • Supervise, guide and develop staff in the Bursar’s Department. 

Qualifications and Experience 

The ideal candidate must have a Bachelor of Accountancy Honours Degree or an equivalent; be a Chartered Accountant (CA), a Chartered Certified Accountant (CCA) or a registered Public Accountant with at least six (6) years of accounting experience preferably in a University, with at least three (3) years in a senior management position.  A Masters degree in Accounting or Finance or related field is an added advantage. Knowledge of computerised accounting packages as well as Membership of a professional association is a must.

Skills and Attributes               

Applicants must have a good understanding of University financial systems and procedures and be able to contribute to the University’s strategic financial decisions. Honesty and integrity are essential. Further, efficiency, reliability, excellent ICT and budget preparation skills; and the ability to write technical reports and foster a co-operative working environment are desirable.
